The ship completed the first phase of the project in 1975 and was delivered to the navy. However, it appeared in the Nansha Islands but it crossed the defense zone, because the ship actually belongs to the East China Sea Fleet. It was too close, within the combat radius of its air force, and the fleet without air defense force was too dangerous, so the air defense frigate, which was undergoing equipment testing at the mouth of the Yangtze River, was urgently transferred to the South China Sea.

This is the shortest ship in the South China Sea Fleet. The ship is the 053H redesigned 053H1 frigate, NATO codenamed "Jianghu II Class". Compared with the "053H" class "Yichang", the standard displacement of "Xiangtan" has increased to 1674 tons, and the power system has been replaced with two original Gaul Pilstic diesel engines.
