Because of this, the dragonspawns were free to roam the Kingdom. Only those with the strength comparable to the Third Stage can fight off the creatures.
The problem was, there were too few Third Stage Practitioners in the Solstice Kingdom.
Third Stage Practitioners can be considered to be much less than the amount of Second Stage Practitioners in the Kingdom.

As such, the Kingdom focused on their Second Stage Soldiers. There were around 1000 soldiers of the Kingdom at the Second Stage. If each of them were to be alone, these soldiers will be easily decimated by the dragonspawns.
Thus, they implemented battle-formations for the soldiers.
Battle-formation was the type of formation where a group of people were ‘linked’ together by a mystical formation. Their cultivation bases, abilities and attacks will be connected with each other, amplifying the strength of the group.
This means that 10 people in a battle formation will have their strengths combined, leading to a stronger combatant.
The strength that the battle-formation can harness depends on the type of formation used and the amount of people in it.
For the Solstice Kingdom, they used the ‘Divine Arsenal’ Formation. This formation requires the presence of 25 practitioners. With this formation, this 25-person group can unleash the strength of a Third Stage Practitioner!
But of course, there were limits. Each of this battle-formation can only let out 10 moves before the soldiers inside it lose their strength.
Through the use of Math, Fang Yu determined that all in all, there were 10 Third Stage Practitioners and 40 ‘Battle-Formation Third Stage Practitioners.
